Winningham was the Superintendent of Schools for Pickett County, Tennessee from 1968 to 1972. He then worked as a teacher for Scott County Schools from 1973 to 1982. He also worked as Assistant Principal for the Scott County Board of Education from 1978 to 1982. Winningham was a businessman from 1980 to 1990 as well. From 1982 to 1994, he was Principal of Scott County Schools. He then worked for Scott County Government as Grant Administrator/County Administrator from 1994 to 1998. He has been a teacher/Coordinator for Oneida Schools since 1998.
Winningham earned his AA from Warren Wilson College in 1961. He went on to receive her B.S. and MA from Tennessee Technological University in 1964 and 1967, respectively.

Winningham ran for re-election to the 38th District Seat in 2010. He was unopposed in the August 5 primary. He was defeated by Republican Kelly Keisling in the general election on November 2, 2010.
