Frederick attended Earham College and is a PhD candidate in Urban Studies/Communications at Portland State University. His professional experience includes working as a Strategic Communications Consultant, and as a former director of Public Information for the Portland Public Schools. He also was a television reporter for KGW-Channel 8 Portland.
