There are no school bond or tax elections in Washington, D.C., Because Washington, D.C., Public Schools are under the control of the Mayor, the Chief Financial Officer of D.C. Public Schools, in consultation with the Mayor, sends a capital improvement plan to the City Council annually. It is up to the City Council to approve the plan with the Mayor's final signature to have the plan become law. All capital improvement plans must be audited on a regular basis to make sure benchmarks, including project deadlines and budgeting limits, are consistently met.
