House Committees

The Local Government Committee is an interim joint committee of the Kentucky General Assembly.


To provide a continuity of study and action between sessions, interim joint committees are formed from the standing committees of both houses. For instance, the Education Committee of the Senate and the Education Committee of the House become the Interim Joint Committee on Education after the regular session.

Interim committees, besides discussing and studying issues in-depth, draft and approve bills for prefiling for the next regular session. This enables bills to be introduced at the beginning of the session and standing committees to become active immediately. All interim committees, which are actually subcommittees of the Legislative Research Commission (LRC), are open to the public and the press so the people have an opportunity to express views on areas the proposed legislation will affect.[1][2]

Function

The Local Government Committee studies "matters pertaining to the officers, organization, government, and financing of county and city governments; urban-county governments generally; county- and city-imposed taxes and licenses; special purpose assessment and taxing districts within a city; financing of local government improvements; issuance of bonds for county, city, and special district projects; local government indebtedness generally; compensation of county and city officers and employees; the imposition of duties and costs on local governments; interlocal government cooperation and consolidation of services; local government employees, civil service, and retirement; the powers, duties, and composition of fiscal courts and municipal legislative bodies; the offices of county judge/executive, magistrate, county attorney, sheriff, constable, jailer, coroner, surveyor, and county clerk; forms of local government; incorporation and classification of cities; housing projects; urban renewal and redevelopment; planning and zoning; annexation of territory; public works; parks and playgrounds; police and fire departments and their retirement systems; county roads; city streets and sidewalks; local government utilities and waterworks; acquisition of waterworks and water districts by local governments; sewers; metropolitan sewer and sanitation districts; public road districts; water districts; fire protection districts; drainage districts and local flood control and water usage; local air pollution control districts; urban service districts; library districts; city and county libraries; county law libraries; and special districts not assigned to another committee."[3]
