Loveland City Excess Levy Retention Question (November 2011)

- YES 9,649 (56.57%)
- NO 7,409 (43.43%)
This measure sought to allow the city to retain excess levy money collected above the set limit for a period of twelve years in order to help fund police and fire services, street construction and maintenance projects as well as park maintenance and construction projects in the city. This was the third time the city has sought to exceed the set limits as imposed by the TABOR amendment. The last two attempts by the city to allow for the override did not get approval, some noted it was due to the fact that what the money would be used for was not specified in the ballot. City officials believed they would be able to stay under the set limit, but want the measure approved just in case there was a need to exceed the set limits.

|AUTHORIZING THE CITY OF LOVELAND TO COLLECT, RETAIN AND SPEND FOR A TWELVE-YEAR PERIOD FOR THE PURPOSES OF POLICE AND FIRE, STREET CONSTRUCTION AND MAINTENANCE, AND PARKS CONSTRUCTION AND MAINTENANCE, ALL CITY REVENUES IN EXCESS OF THE SPENDING, REVENUE AND OTHER LIMITATIONS IMPOSED BY ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION.“WITHOUT CREATING OR IMPOSING ANY NEW TAX OR INCREASING THE RATE OF ANY EXISTING TAX, SHALL THE CITY OF LOVELAND, COLORADO BE PERMITTED FOR A TWELVE-YEAR PERIOD BEGINNING JANUARY 1, 2013, THROUGH DECEMBER 31, 2024, TO COLLECT, RETAIN AND SPEND ALL CITY REVENUES IN EXCESS OF THE SPENDING, REVENUE AND OTHER LIMITATIONS IMPOSED BY ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION, WITH SUCH EXCESS REVENUES TO BE USED FOR POLICE AND FIRE, STREET CONSTRUCTION AND MAINTENANCE, AND PARKS CONSTRUCTION AND MAINTENANCE?”|
