Zaugg was a candidate for the Alaska State Senate in 2004. She then served as District 30 Committeewoman for the Democratic Party from 2005 to 2006. She has been a secretary for the Abbott Loop Community Council since 2005. She also ran for the Alaska House of Representatives in 2008, but she was not elected.
Zaugg earned her B.A. in Psychology from the University of Alaska Fairbanks in 1973. She then worked as a probation officer for the Alaska Department of Corrections from 1974 to 1986. She worked as an assistant superintendent for Lemoncreek Correctional Center from 1986 to 1990, for the Alaska Department of Corrections from 1986 to 1991, and for the Wildwood Correctional Center from 1990 to 1991. From 1991 to 1995, she was superintendent of the Sixth Avenue Correctional Center of the Alaska Department of Corrections. Zaugg then worked as director of the Division of Community Corrections of the State of Alaska from 1995 to 2002. She has worked as an associate broker/realtor for Pacific Rim Properties since 2005.
