Lynne Burroughs and Mark Henderson recall, Baker School Board, Oregon (2012)
An initial effort to recall Lynne Burroughs and Mark Henderson from their elected positions on the school board of Baker, Oregon was launched in April 2012 and abandoned in July 2012 after recall organizers submitted insufficient signatures. In November 2012, in a second recall attempt, recall supporters submitted enough signatures to force a recall election. The recall election took place on December 11, 2012. Both Burroughs and Henderson were retained.
Reasons for recall
Kerry McQuisten filed the recall petitions. McQuisten initiated the recall campaign after the majority of the board voted to censure fellow school board member Kyle Knight after they discovered that he had released confidential employee information to the media. Knight said he planned to file a federal lawsuit to overturn the censure, which he said was retaliatory.
Path to the ballot
The recall process was initiated in late April 2012. Recall organizers needed to submit 913 signatures on each petition by July 30 in order to force a recall election. On July 30, recall organizers submitted 1,066 signatures to recall Burroughs and 1,059 signatures to recall Henderson. In August, 910 signatures were certified for Burroughs, and 900 were certified for Henderson. Several sheets of petitions were invalidated due to technicalities, and petition organizers said they would attempt a second recall effort.
For the second recall attempt, November 7 was the deadline to submit signatures. At least 936 signatures were required on each petition. On the petition against Burroughs, 937 signature were verified. On Henderson's petition, 936 signatures were verified. The second recall effort resulted in a special recall election that took place on December 11, 2012. Both Burroughs and Henderson were retained in office. The recall election was projected to cost $10,000.
