The Maine Maine Hazardous Substance Sites, Solid Waste Landfills and Underground Oil Tanks Bond Issue, also known as Question 3, was on the November 8, 1988 ballot in Maine as a legislatively-referred bond question, where it was approved.[1] The measure issued $13 million in bonds for the investigation, abatement, clean up and mitigation of uncontrolled hazardous substance sites, as well as the clean up and closure of solid waste landfills and the removal of underground oil storage tanks. The ballot question stated that all of these matters posed a hazard to public health, the environment and ground water quality. The estimated interest on these bonds at 6.4 percent over 10 years was $4,576,000.[2][3]
