The Maine Power Authority Creation Initiative, also known as Direct Initiative Question, was on the November 6, 1973 ballot in Maine as a indirect initiated state statute, where it was defeated.[1] The measure would have created the public body of Power Authority of Maine to generate and transmit electricity for sale to other electric utility systems and to Canada or other states. The authority would have consisted of seven members appointed by the Governor with the approval of the Council for seven-year terms One would have represented a publicly-owned electric utility system, one a cooperatively-owned system and one a privately-owned system. No more than four of the members could be of the same political party.[2]

While the measure was called "Direct Initiative Question" on the ballot, all of Maine's initiatives are indirect because they are first submitted to the legislature. The legislature decides whether or not to vote on the initiated measure or to refer it to the people. Hence, the measures are often called "direct" because they are voted upon by the people, not the legislature.
