The Maine Solid Waste Landfill Capping to Protect Drinking Water Bond Issue, also known as Question 3, was on the November 8, 1994 ballot in Maine as a legislatively-referred bond question, where it was approved.[1] The measure issued $20 million in bonds to provide funds to cities and towns for the capping of their solid waste landfills with the intention of protecting drinking water resources. The estimated interest on the bonds at 5.5 percent over 10 years was $6.05 million.[2]
