The Maine Water Pollution Control Facilities Bond Issue, also known as Question 4, was on the November 2, 1993 ballot in Maine as a legislatively-referred bond question, where it was approved.[1] The measure issued $15.15 million in bonds for the construction of water pollution control facilities. This provided the state's match for $20 million in federal fund for these projects. Specifically, $3 million was allocated for park septic systems, $150,000 for park surface water systems, $4 million for state revolving loan fund, $1 million for small community program, $1 million for overboard discharge program and $6 million for large project grant program.[2][3]
