Marvin R. Baxter was an associate justice on the California Supreme Court. He was appointed to the court in the state's assisted appointment method of judicial selection in January 1991 by Governor George Deukmejian. He was retained to a full twelve-year term in 2002. Baxter announced his retirement in June 2014, effective at the end of his term on January 4, 2015.[1][2][3]


Baxter received his undergraduate degree in economics from California State University, Fresno in 1962. In 1966, he received his J.D. from the Hastings College of Law.[1]

In October 2012, political science professors Adam Bonica and Michael Woodruff of Stanford University attempted to determine the partisan ideology of state supreme court justices in their paper, State Supreme Court Ideology and 'New Style' Judicial Campaigns. A score above 0 indicated a more conservative leaning ideology while scores below 0 are more liberal. Baxter received a Campaign finance score (CFscore) of 0.48, indicating a conservative ideological leaning. This is more conservative than the average CF score of -0.32 that justices received in California. The study is based on data from campaign contributions by judges themselves, the partisan leaning of contributors to the judges or, in the absence of elections, the ideology of the appointing body (governor or legislature). This study is not a definitive label of a justice, but an academic gauge of various factors.[5]
