The Maryland Anne Arundel County Council Elections Amendment, also known as Question 1, was on the November 4, 1980 ballot in Maryland as a legislatively-referred constitutional amendment, where it was approved. The measure provided that government charter for Anne Arundel County may provide for the election of the members of county council by councilmanic districts, by the entire county or by a combination of these methods.[1]
