Ordinance No. 00-0062 to authorize the Mayor and City Council of Baltimore to borrow up to $24,000,000, to acquire land or property in Baltimore City and thereon, or on other property, to construct and erect new school buildings, athletic and other auxiliary facilities, and for additions and improvements to, or modernization or reconstruction of, including costs of inspection, removal, encapsulation, management, containment and abatement of asbestos in existing school buildings or facilities, and to equip all buildings authorized to be constructed or improved, and for doing any and all thing necessary, proper or expedient in connection therewith.[1]
