Maryland Harford County Question A (2000)
The official ballot summary reads:
An Amendment to the Harford County Charter to change the method of election to provide that County Council Members be elected by only the voters of the district in which the member resides, except for the Council President, who shall continue to be elected in an at-large election of the voters of the entire county.
