The Maryland State Ethics Commission houses lobbying information and records for Maryland. The Pacific Research Institute analyzes Maryland as having an "acute problem" with exempting governments from lobbying disclosure rules.[1]

Who must register?

All lobbyists must register in the state of Maryland if they are conducting in actions that are intended to influence legislative or executive behavior.[2] There are special exceptions for Maryland Non-Profit Independent Colleges and Universities.[3] Maryland is one of 18 states with more relaxed lobbying reporting requirements for public entities than for private entities.[4]
