The Massachusetts Charter Commission Deadline Amendment, also known as Question 5, was on the November 7, 1978 ballot in Massachusetts as a legislatively-referred constitutional amendment, where it was approved. The measure gave a local charter commission eighteen months to prepare a proposed charter or charter revision.[1]
