The Massachusetts State Budget Deadline Amendment, also known as Question 2, was on the November 7, 1978 ballot in Massachusetts as a legislatively-referred constitutional amendment, where it was approved. The measure gave the governor eight weeks after the legislative session begins to submit his or her budget to the legislature.[1]
