The Massachusetts Vacant Offices in Event of an Attack Amendment, also known as Question 2, was on the November 3, 1964 ballot in Massachusetts as a legislatively-referred constitutional amendment, where it was approved. The measure provided procedures for filling a vacant office in the event of an enemy attack.[1]
