||Shall a maximum of 0.25 mills (Twenty Five cents per $1,000 of taxable value) for the first four (4) years, 2012 through 2015 inclusive, and reduced to 0.025 mills (Two and One-Half cents per $1,000 of taxable value) for an additional sixteen (16) years, 2016 through 2031 inclusive, be levied on all real and personal property in the entire Charter Township of Milford (including the Village of Milford) for the purpose of the construction, operation, replacement and maintenance of a community skate park, which 0.25 mills will raise an estimated $190,521.00 in the first year the millage is levied?
