The Missouri Municipal Utility or Airport Bonds Amendment, also known as Amendment 3, was on the August 3, 1976 ballot in Missouri as a legislatively-referred constitutional amendment, where it was defeated. The measure would have authorized counties to issue utility or airport bonds with voter approval, as well as counties and municipalities to issue industrial development bonds with voter approval.[1][2]
