Text of measure

The question asked on the ballot was:

Would create a state department of insurance, with office of consumer affairs therein. Other duties and responsibilities to be prescribed by law. Changes the Missouri division of insurance to a department, with cost to be determined by the enabling legislation for this amendment.[1]
