The Missouri Facilities Maintenance Reserve Fund Amendment, also known as Amendment 3, was on the November 5, 1996 ballot in Missouri as a legislatively-referred constitutional amendment, where it was approved. The measure created an annual transfer of funds from the general revenue fund to the Facilities Maintenance Reserve Fund to maintenance, repair and renovation of state facilities.[1][2]

The question on the ballot appeared as:[2]

Shall there be an annual transfer of percentage of the funds in the general revenue fund to the "Facilities Maintenance Reserve Fund" for the purpose of maintenance, repair and renovation of state facilities? This proposal would result in the transfer of approximately $5,400,000 from the General Revenue Fund to the Facilities Maintenance Reserve Fund. No impact to local governments. [3]
