The Missouri Electric Utility Rate Act also known as Proposition 1, was on the November 2, 1976 ballot in Missouri as an initiated state statute, where it was approved. The measure prohibited charges for electricity based on cost of construction in progress upon any existing or new facility or based on cost associated with owning, operating, maintaining or financing property.[1][2]
