The Missouri Horse Racing Amendment, also known as Amendment 8, was on the August 5, 1986 ballot in Missouri as a legislatively-referred constitutional amendment, where it was approved. The measure clarifies the horse racing amendment by authorizing a local option and providing for changes to be made by law.[1][2]
