The Missouri Addition of "Health Care" Article Amendment, also known as Amendment 8, was on the November 8, 1988 ballot in Missouri as an initiated constitutional amendment, where it was defeated. The measure would have added a new article to the Constitution entitled "Health Care" which would have created a trust fund to provide healthcare coverage for persons experiencing catastrophic or high-risk illnesses, assist certain persons with Medicare premiums, and provide healthcare coverage to certain uninsured persons.[1][2]
