Munger was among the proponents of California Proposition 38 in 2012. The ballot measure would have increased California's state income taxes for a period of 12 years by an amount ranging from 0.4 percentage points for the lowest earners to 2.2 percentage points for the highest. The money collected would have gone to funding education and early childhood programs across the state.[5] The measure failed, with 71.3% of voters voting against and 28.7% voting in favor.[6]

Munger spent more than $44 million in support of the measure, making her the largest individual donor to any statewide ballot initiative in 2012.[7]
