The Montana Public Lands Transfer Amendment, also known as C-23, was on the November 3, 1992 ballot in Montana as a legislatively-referred constitutional amendment, where it was defeated. The measure would have allowed the state to transfer public lands that were not subject to restrictions by a grant from the United States to a local government for less than full market value.[1][2]
