Sacramento, California: California voters headed to the polls yesterday to nominate candidates from eight state executive primary contests, where the top two finishers in each field advance to the general election regardless of party preference.[1]

The positions up for election in 2014 include governor, lieutenant governor, attorney general, secretary of state, state treasurer, state controller, superintendent of public instruction and insurance commissioner.

Going into the 2014 electoral cycle, all seven of the partisan positions are held by Democrats; The office of California State Superintendent of Schools is technically nonpartisan, though incumbent Superintendent Tom Torlakson has long been affiliated with the Democratic Party. Apart from Torlakson, Governor Jerry Brown, Lieutenant Governor Gavin Newsom, Attorney General Kamala Harris and Insurance Commissioner Dave Jones are also seeking re-election. All five incumbents easily secured slots on the general election ballot after yesterday's primaries.[2]

The three remaining incumbents - Secretary of State Debra Bowen, Treasurer Bill Lockyer and Controller John Chiang - are barred by term limits from running for a third term in their respective positions in 2014. Unlike his term-limited contemporaries, Chiang has chosen to seek the open treasurer's office over retirement. Chiang was nominated yesterday along with Republican Greg Conlon. Meanwhile, the battle over Chiang's soon-to-be-former office continues as of 2:30pm Pacific Time on Wednesday following election day. So far, Republican Ashley Swearengin has locked down one of the two possible nominations, whereas the other slot remains unfilled pending a full account of mail-in and provisional ballots by local elections authorities, which could take weeks. Currently in second place behind Swearengin is Democrat John Perez, with 21.7% of the unofficial vote. Republican David Evans and Democrat Betty Yee trail by no more than two-tenths of a percentage point, however a vast share of the provisional ballots are expected to come from Perez's hometown of Los Angeles and are expected to go in his favor.

Republicans' earnest efforts to regain control of at least one state-row post this cycle were most visible in the results for the open secretary of state and controller primaries, for example, in which the top Republican finisher also rivaled his/her Democratic fellow nominee in votes. But even in the races where the Republican candidate came in a distant second, the GOP still managed to score the other nomination, avoiding a potential general election shutout in certain cases.

Democratic incumbent Gov. Jerry Brown is seeking election to a fourth non-consecutive term in the office. Brown is the longest-serving governor in California history as of October 2013.[3]

Including Brown, fifteen candidates filed for the June 3 California gubernatorial primary election. Laguna Hills Mayor Andrew Blount (R), who was seen as a strong challenger to Brown, withdrew from the race one month before the primary due to health issues. Bount's exit left a total of fourteen hopefuls, few with the political connections or money to provide a substantial general election challenge. California Assemblyman Tim Donnelly (R) and former Treasury official official Neel Kashkari (R) proved to be formidable campaigners in the primary, though Brown is heavily favored for re-election.[4]

Throughout the primary campaign season, polls underscored projections of Brown's strong standing to win a record-breaking fourth term as California's chief executive in 2014. A Field Poll released in early April put Brown 40 percentage points ahead of what appeared to be his biggest competitor, Tim Donnelly. Brown drew 57 percent to Donnelly's 17 percent, with ex-candidate Blount at 3 percent and Kashkari at 2 percent. The final poll before the primary conducted for USC and the Los Angeles Times foreshadowed Donnelly's demise, pushing Kashkari into second place overall at 18 percent, with Donnelly at 13 percent and Brown holding tight at 50 percent.[5] Around this time, the Cook Political Report released a new round of 2014 Governors Race Ratings California and rated California as "Solid Democratic."[6]
