City of Burlington v. Boney Publishers 2004
Coats v. Sampson County Memorial Hospital, Inc. 1965 This case established two important precedents:
  • That private agencies who serve a public function are considered agents of the public bodies who would normally hold that responsibility.
  • Operating hospitals is in fact a public, governmental function and can render a semi-private county hospital a public body.

McCormick v. Hanson Aggregates Southeast 2004
News & Observer v. Interim Board of Education for Wake County 1976
News and Observer Publishing Co. v. Wake County Hospital System 1981 This case established that private corporations are considered agents of public bodies when they exercise concrete decision making powers over governmental functions which have been granted by some public municipality or agency responsible for those functions and when their decision making power and activity is sufficiently intertwined through regulation with the public body granting the powers.
