The North Dakota Higher Education Institution References Referendum, also known as Measure 1, was on the November 3, 1998 ballot in North Dakota as a legislatively-referred constitutional amendment, where it was defeated. The measure would have removed references to the names, locations and missions of the institutions of higher education.[1]
