North Dakota Measure 1 (General)(1990)
North Dakota Measure 1 (General) (1990) provides that bills passed by the Legislative Assembly become effective on August 1 after passage, or 90 days after filing with the Secretary of State if filed between August 1 and January 1 of the following year. This ballot measure was referred to the ballot by the North Dakota State Legislature. It failed with 46.9% of voters in favor.
Text of measure
This measure amends section 13 of article IV of the constitution of North Dakota. Unless otherwise provided by the constitution, all legislation enacted during a biennial legislative session, except appropriation and tax measures, would become effective on August first. Legislation filed with the secretary of state on or after August first would become effective ninety days after filing with the secretary of state. The effective date for appropriation and tax measures would continue to be July first. (SL 1989, ch. 798/HCR 3005)
