North Dakota Measure 3 (General) (1990) defines "graduate" to include only a recipient of a baccalaureate degree and not a recipient of an associated or advanced degree relating for membership on the State Board of Higher Education. This ballot measure was referred to the ballot by the North Dakota State Legislature. It failed with 48.9% of voters in favor.
Text of measure
This measure amends article VIII, section 6(2)(a) of the constitution of North Dakota. It defines the word "graduate," for purpose of determining a person's eligibility to serve on the State Board of Higher Education, to refer only to a person who has received a baccalaureate degree. The definition does not include a person who has received an associate or an advanced degree.)
