The North Dakota North Dakota State Housing Finance Agency Initiative, also known as Measure 7, was on the November 4, 1980 ballot in North Dakota as an initiated state statute, where it was approved.[1][2] The measure empowered the Industrial Commission to act as a state housing finance agency in providing mortgage loans to finance the purchase or rehabilitation of homes by low-income persons. The commission could finance these mortgages through issuing revenue bonds. The commission was charged with appointing a five-member advisory board.[3]
