North Dakota Constitutional Measure 3 relates to the terms of office of members of the North Dakota House of Representatives. It was on the November 5, 1996 election ballot in North Dakota where it passed, with 54.2% of voters in favor.

This measure would lengthen the term of members of the North Dakota House of Representatives from two to four years. This measure would also provide that the legislative assembly shall establish by law a procedure whereby one-half of the members of the North Dakota House of Representatives, as nearly as is practicable, are elected biennially.
