The North Dakota State Lottery Initiative, also known as Measure 3, was on the November 4, 1986 ballot in North Dakota as an initiated constitutional amendment, where it was defeated.[1][2] The measure would have created a state-operated lottery. Only persons 18 years and older could have played this lottery.[3]
