The Ohio Taking Property for Sewer and Water Amendment, also known as Issue 2, appeared on the May 8, 1973 ballot in Ohio as a legislatively-referred constitutional amendment, where it was defeated.[1] This amendment would have permitted state agencies to take property before payment for water and sewage purposes.

The language appeared on the ballot as:[3]

Shall section 19 of Article I of the Ohio Constitution be amended to permit the taking, before payment, of private property by public agencies for the purpose of constructing and maintaining sanitary sewers and water lines?[4]
