It passed with 509,001 voters supporting the initiative, and 288,585 voters in opposition.
The official summary of the ballot question said:
- "In an effort to encourage higher education research aimed at expanding the technology-related business sector in Oklahoma, this measure would make an exception to the constitutional prohibition on the use of public resources for private purposes. These projects would involve research development of a technology at higher education institutions, provided that the results of the research have potential economic value to a private entity involved in the project."
