Text of measure

The official ballot summary reads:

"This measure would add a new section to the constitution to enable the state to enter into contracts for more than one year with counties, municipalities or "any combination thereof" for the incarceration of state prisoners. The term of such contracts would be limited to a maximum of 15 years. Local governments that build a new jail or improve an existing jail and enter into a contract with the state as authorized by this question may finance the project by any means authorized by the Oklahoma Constitution."
