The Affordable Renewable Energy Act
may appear on the November 2014 statewide ballot
as an initiated state statute
. The measure would remove conditional limitations on use of hydroelectric power to comply with utilities' renewable portfolio standards. Under current law biomass and hydropower have conditional limitations on their use to meet renewable energy standards. These limitations are related to the age of the power plant, its designation as "low-impact" or not, and its location within protected water areas.

In order to qualify for the ballot, supporters are required to collect a minimum of 87,213 valid signatures by July 4, 2014.
