The Oregon Guaranteed Bonds for School Districts Amendment, also known as Measure 54, was on the November 3, 1998 ballot in Oregon as a legislatively-referred constitutional amendment, where it was approved. The measure authorized the state to guarantee general obligation bonds for school districts, education service districts and community college districts.
