The Oregon Bonds for Prisons Amendment, also known as Measure 5, was on the May 20, 1986 ballot in Oregon as a legislatively-referred constitutional amendment, where it was defeated. The measure would have authorized the issuance and sale of $96 million in bonds for state-county prison buildings.[1]
