The Oregon Housing for Low-Income Elderly Amendment, also known as Measure 3, was on the May 23, 1978 ballot in Oregon as a legislatively-referred constitutional amendment, where it was approved. The measure provided publicly-funded housing for the low-income elderly.[1]
