The ballot title read as follows:
Prohibits individuals, entities from using "public resource" (defined) to collect funds for "political purpose"(defined).
Result of "Yes" Vote: "Yes" vote prohibits individuals, entities from using "public resource" (defined) to collect money if it is used/commingled with funds used for "political purpose" (defined).
Result of "No" Vote: "No" vote retains current law allowing individuals, entities to use own money for "political purpose," including money collected using "public resources"/commingled with such money.
Summary: Current law allows individuals, entities to use own money for "political purposes," including money collected with "public resources." Measure prohibits individuals, organizations, other entities from using money collected with "public resource" for "political purpose"/commingling it with "political" money. "Money" includes specified contributions, independent expenditures. "Public resources" include money, public employee work time, buildings, equipment, supplies, excluding resources used preparing, circulating official voters' pamphlet, conducting election. "Public resource" deemed "used" even if public entity reimbursed. "Used for political purpose" means: contributed to candidate, political committee/party, initiative/referendum committee; spent supporting, opposing candidate, measure, gathering signatures for measure, petition; excludes certain lobbying activities. Mandates civil penalties; bars government from collecting money for entity using it for "political purpose"/commingling it with "political" money. Other provisions.

According to the secretary of state, supporters did not file signatures in an attempt to qualify the measure for the 2010 ballot. Initiative petitions for statutes required six percent of 1,379,475, or 82,769 signatures. The deadline for filing signatures for the November 2, 2010 ballot was July 2, 2010.
