The Oregon Tax on Express and Communications Firms Bill, also known as Measure 11, was on the June 4, 1906 ballot in Oregon as an initiated state statute, where it was approved. The measure levied a three percent tax on the gross earnings of express companies and a two percent tax on telephone and telegraph firms.[1]
