The Pensions and Insurance Committee is a joint committee of the Tennessee General Assembly.

Per Section 80 of the Senate Rules, rules pertaining to joint committees are governed by Mason's Manual of Legislative Procedure.[1] The Committee Rules of the House do not address joint committees, but House Rule 79 states that any questions about the rules of the House are to be governed by the most recent edition of Mason's Manual of Legislative Procedure.[2][1] Per Section 655 of Mason's, a quorum of a joint committee is a majority of its total members. The majority of the quorum, when present, is able to transact business.[2] The Senate Rules allow for members to vote by houses if the House of Representatives and the State Senate committees or subcommittees meet jointly and there is a quorum present.[1][2]

Function

The Council on Pensions and Insurance was created to develop and recommend standards and state policy relating to pensions and insurance for state and local governments within Tennessee. In addition to conducting surveys and studies, the council reviews and recommends actions on legislation presented to the General Assembly that impacts pension and insurance matters. This joint committee is composed of the officers of the House and Senate Finance, Ways and Means Committees; three members appointed by the chairman from each finance committee; and two members, each appointed by the speaker of the respective houses. The membership also includes, on an ex officio basis, the comptroller of the treasury, the state treasurer, the commissioners of Human Resources and Finance and Administration, and the director of the retirement system.[3][4]
