In 2009, Groff was appointed by President Barack Obama to serve as the director of the Center for Faith-Based and Neighborhood Partnerships under the U.S. Department of Education. In March 2011, he became chief executive officer of the National Alliance for Public Charter Schools, leaving in September for a position as a senior adviser in the Black Alliance for Educational Options.
Groff earned his B.A. from the University of Redlands and J.D. from the University of Denver College of Law. He was awarded an honorary Ph.D. by the University of Denver. His professional experience includes working as an attorney and founding MCG2 Consulting, an education consulting firm.
