This measure sought to reduce the term limit of port commissioners from six years to four years. The measure was brought to the ballot by petition, the election will cost the district around $10,000. The person behind the petition noted his displeasure with having to cost the district so much, he was told that when he submitted the petition it would be placed on a regular election ballot not a special ballot. But County officials noted that if the measure were moved it would make the issue invalid.

The question on the ballot:
|This proposition was placed on the ballot by a petition signed by voters in the Port of Manchester. If approved, this proposition would reduce the terms of office of commissioners of the Port from six years to four years. The terms of incumbent commissioners would not be reduced, but each successor would be elected to a four-year term instead of a six-year term. Should this proposition be approved?|
