In January 2014, it was reported by State Budget Solutions, a Virginia-based nonprofit public policy organization, that Oklahoma’s state debt was $44 billion, or $11,574 per capita.[7] The debt included mostly unfunded pension debt. The state’s largest public pension programs, the public employees fund and the Teacher Retirement System, received 7 percent or more for returns on investments, a rate better than most states. McDaniel, author of pension reform legislation in 2011-2012, supported new pension reform measures in 2014.[7]
