On May 31, recall organizers filed a recall petition targeting Conlin. In July 2011, judge Carol Schapira ruled that there were not sufficient grounds for the recall effort to move forward. According to the laws governing recall in Washington, petitioners must prove that recall targets committed malfeasance while in office.
